REQUEST FOR QUALIFICATIONS (RFQ)
ROUTE 102 SIDEWALK PROJECT (NHDOT PROJECT NO. 44228)
PRELIMINARY ENGINEERING SERVICES
The Town of Hudson, through its Engineering Department, is requesting the submission of qualifications for the project listed above.
Project Description
The project consists of the design of approximately 2,400 linear feet of sidewalk along the east side of Derry Road (NH Route 102). The proposed sidewalk will connect the Town Center at Library Common to Alvirne High School, improving pedestrian connectivity and safety along this main corridor.
This project is currently included in the State Ten-Year Transportation Improvement Plan. The Town of Hudson invites qualified consulting firms to submit a Statement of Qualifications for preliminary engineering services associated with the Route 102 Sidewalk Project.
This project is funded through an 80% / 20% cost share between the New Hampshire Department of Transportation (NHDOT) and the Town of Hudson. The Town will seek 80% reimbursement through NHDOT; therefore, the required NHDOT procurement procedures will be followed.
Submittals shall include the following:
- A brief summary of the firm’s experience with similar projects and with the NHDOT Municipality Managed State Road Program, focusing on projects completed within the last seven (7) years.
- Names and descriptions of key personnel who will be responsible for managing and designing the project.
- A list of references, preferably from clients for whom similar projects have been completed within the last seven (7) years.
The Statement of Qualifications shall not exceed ten (10) pages in length. Any costs incurred in responding to this request shall be borne entirely by the submitting consulting firms.
Three (3) firms will be short-listed and invited to submit a project-specific proposal. Consultant selection will be conducted using the Qualification Based Selection (QBS) process in accordance with the NHDOT Consultant Selection procedures.
Selection of the short list will be based on the following criteria:
- Experience of the firm with similar types of projects
- Experience of key personnel assigned to the project
- Knowledge of and experience working with the Town of Hudson
The Town reserves the right to conduct interviews with selected firms or to make a selection based solely on the qualifications received. A fee for preliminary engineering services will be negotiated with the selected consultant.
Statements of Qualifications must be submitted to the Town of Hudson Engineering Department, 12 School Street, Hudson, NH 03051, on or before April 10, 2026 at 10:00 A.M. Each consultant assumes full responsibility for ensuring the timely delivery of their submission. Late submissions will not be accepted.

The Town of Hudson reserves the right to reject any and/or all qualifications if it is deemed to be in the best interest of the Town. The Town also reserves the right to cancel this Request for Qualifications at any time.
