Invitation to Bid
The Town will accept proposals delivered in person or by mail notwithstanding email as prescribed in the bid document. All proposals must be received by 10:00AM EST on August 17, 2026, to be considered. Proposals submitted by fax will not be considered. One (1) signed original hard copy, and one (1) electronic copy (in PDF format on a portable USB flash drive) of the qualification’s proposal shall be submitted in a secure package and via email: RFQ2026-02@hudsonnh.gov.

The purpose of this Request for Qualifications (RFQ) is to obtain proposals from qualified vendors to provide financial software for the Town of Hudson NH. The Town is located in the southern tier of New Hampshire with a population of approximately 25,500 residents. It is an SB2 town operating under a Town Administrator/Board of Selectmen (5) form of government and provides a full range of municipal services, including police, fire, public works, water, sewer, planning and development, recreation, and general government services with an annual budget of approximately 48 million dollars. The Town of Hudson NH is seeking qualifications-based proposals from experienced vendors for an integrated financial software solution and its related installation, configuration, data conversion/migration, implementation, training and commissioning of the software including development of user acceptance training, system integration and connectivity to existing resources and ongoing maintenance, training and support. The goal is to implement centralized and optimized financial software to record, make reports, develop historical analysis and provide forecasting for future decision making. Proposals to provide accounting software are expected to include Budgeting, Payroll, Utility Billing, Purchasing, Accounts Payable, Accounts Receivable, Cash Receipting, General Ledger, Fixed Assets and other activities typical of a municipality. The software needs to be able to support the creation of Government Accounting Standards Board (GASB) compliant financial reports, and on-demand, customizable reports to assist with financial transparency and daily operations.

All questions regarding this RFQ must be submitted in writing, via email to: RFQ2026-02@hudsonnh.gov. Subject: Municipal Financial Software, by July 27, 2026, by 5:00 p.m. Eastern Time. Answers to questions will be posted on the town website by July 31, 2026 by 5:00 p.m. Eastern Time.
Proposals will be evaluated based on the proposer's qualifications and experience, the compatibility of the proposed use with Town operations and site constraints, the regulatory and environmental approach, schedule, and the financial or other measurable benefit offered to the Town.
